Joseph J. Frank, MS, MPH
Regional Hospital President, East Region, Penn State HealthJoseph Frank serves as regional hospital president for Penn State Health’s East Region, which includes Penn State Health Lancaster Medical Center and St. Joseph Medical Center, located in Reading, Berks County.
He provides executive-level leadership for the two hospitals, driving operations, growth and coordination across each region. He also focuses on developing and maintaining strong relationships with local referring physicians in private practice.
Prior to joining Penn State Health’s senior management team in 2018, Frank held a variety of very successful leadership roles in both publicly traded and private equity health care companies. He was CEO of The Heart Group, a Lancaster cardiology practice acquired by Penn Medicine Lancaster General Health, and CEO of Valley Forge Dental, where he developed and operated multispecialty dental practices in nine states. As senior vice president for Surgical Care Affiliates, Frank oversaw the company’s growth from a single surgery center in Lancaster to 79 facilities in 39 states.
Frank earned a master’s degree in public health from the University of Pittsburgh. In addition, he holds a master’s degree from West Virginia University and a bachelor’s degree from Shippensburg University.

Randy Morris
Vice President, Chief Financial Officer, Penn State Health Community HospitalsRandy Morris is the vice president and chief financial officer for Penn State Health Hampden, Holy Spirit, Lancaster and St. Joseph medical centers. Previously, he served as vice president and chief financial officer for Penn State Health’s West Shore region, which includes Hampden and Holy Spirit medical centers.
Prior to joining Penn State Health in 2020, Morris served in a similar role for Geisinger Health and was responsible for the finance operations of Geisinger Holy Spirit Hospital, Geisinger Holy Spirit Medical Group, Geisinger Lewistown Hospital and Geisinger Achieving Excellence. He served as associate vice president of finance and system reimbursement at Geisinger Medical Center. During his tenure, Morris directed the establishment of the system reimbursement group, implemented a new financial reporting system and assisted in the creation of the productivity reporting system.
Prior to joining Geisinger Health, Morris was chief financial officer for many community hospitals, president of a multispecialty group practice, and chief financial officer for a large home health agency. His experience includes information technology, materials management, revenue management and reimbursement.
Morris earned a bachelor’s degree in accounting from Indiana University of Pennsylvania, in Indiana, Pennsylvania, and is a Healthcare Financial Management Association Fellow. He is pursuing a master’s degree in business administration at the University of Scranton.

Mark Jarowenko, MD
Vice President of Medical Affairs, Penn State Health Lancaster Medical CenterAs vice president of medical affairs for Penn State Health Lancaster Medical Center, Dr. Mark Jarowenko is responsible for leading the development and recruitment of the medical staff for the new hospital, opening in October 2022. He will also oversee the Medical Center’s relationships with private practice physicians to ensure clinical integration and patient and provider quality and satisfaction.
Jarowenko will join Lancaster Medical Center September 1. Previously, he was in private practice in Lancaster County, most recently as a partner with Keystone Urology Specialists — formerly Lancaster Urology — where he specialized in laparoscopic and robotic urologic surgery. He started his career at Penn State Health Milton S. Hershey Medical Center, where he was an assistant and then associate professor of surgery in Penn State College of Medicine’s Urology Division from 1985 to 2000. He also served as a consultant with the Lebanon VA Medical Center in Lebanon, PA, from 1985 to 1996, and with the Elizabethtown Hospital and Rehabilitation Center in Elizabethtown, PA, from 1985 to 1991.
Board-certified in urology, Jarowenko received his medical degree from Albany Medical Center in Albany, N.Y., and completed his residency in urology at Albany Medical Center. He completed his fellowship in renal transplantation at the University of Texas Health Science Center at Houston in Houston, Texas, before serving for two years as an instructor in its Transplantation Division. Jarowenko is accredited by the American Urological Association and is a fellow with the American College of Surgeons.

Barbara Zuppa
Chief Nursing Officer, Penn State Health Lancaster Medical CenterAs the chief nursing officer for Lancaster Medical Center, Barbara Zuppa is responsible for nursing practice and administrative, operational and financial functions of nursing and clinical areas for the acute care hospital, which is scheduled to open in late 2022. Prior to joining Penn State Health, Barbara Zuppa served as the vice president for nursing operations for Reading-based Tower Health where she provided vision and strategic direction for nursing services.
An expert in building community relationships, Barbara partnered with the United Way of Berks County and the Reading School District to establish an adopt-a-class program that annually provides school supplies for more than 120 teachers and classes and supplies for school nurses to address student health needs. She partnered with Healthy Harvest regional fresh food bank to implement a “pound-per-person” challenge that provides more than 8,000 pounds of food donations annually.
Zuppa co-founded the Berks Regional Nursing Research Alliance, a community-based consortium with representation from hospital, academic, professional organizational and community nursing entities.
Zuppa holds a master’s degree in nursing education from Alvernia University in Reading. She earned her bachelor’s degree in nursing from University of Phoenix. She is a member of numerous professional organizations, has presented at national conferences and published in professional journals.
